Schools not in competition with private industry While the Connecticut Technical High School System (CTHSS) is not in competition with private industry, educational production work is provided at a lower labor rate. Customers are informed that the instructional program takes precedence over the timelines of the customer and that the educational needs of the student and the school have priority. Determination of labor charges The customer is responsible for the cost of all materials and supplies. In addition, a student labor rate is charged. The student labor rate for educational production work shall be established annually by the superintendent of the Connecticut Technical High School System (CTHSS) for each particular trade on a statewide basis. This established rate is allowed in order to cover special training needs and any conditions of inconvenience to the customers for the additional amount of time required to perform the work. These rates are to be established by the CTHSS from information obtained by each school's craft committee. From this input, the superintendent will annually determine a suitable hourly rate to be charged for educational production work performed by all trade areas. Labor charges for educational production work in fashion technology and hairdressing and cosmetology are also established by the superintendent and are reviewed annually and revised when necessary to conform with area practices.
