Constitution of the
Windham Tech Parent-Faculty Organization (PFO) of
Windham Technical High School
Willimantic, CT

Article I. Name

Section 1. The name of this organization shall be the Windham Tech Parent-Faculty Organization (PFO).

Article II. Purpose

Section 1. The purpose of this PFO shall be to

(a) Encourage a closer association between the parents or guardians, students, teachers and other members of the school community by supporting approved school projects and social activities.

(b) Promote the interests of the Windham Technical High School.

(c) Promote higher learning through the awarding of student scholarships.

(d) Raise funds to benefit the students and support their school activities.

Article III. Membership

Section 1. Any mother, father or guardian of a student, any school staff member, graduate of Windham Tech, or anyone interested in the school may become an active member of this PFO upon proper application and payment of dues. All PFO officers must be chosen from active members in good standing.

Section 2. Membership dues shall be fixed by the By-Laws.

Section 3. Only active members in good standing shall have the privilege of voting. An active member in good standing is one who has made proper application and has paid those dues for the current school year.

Article IV. Meetings

Section 1. Meetings shall be held the second Tuesday of each month during the school year starting with September.

Section 2. Special meetings of the officers and executive committee may be called by the President when necessary.

Section 3. The annual meeting shall be held in May for the purpose of electing and installing the new officers for the following school year.

Section 4. A quorum for all regular meetings shall be three (3) attending members including at least two (2) officers whose dues are fully paid up as of the date of the meeting.

Article V. Officers and Executive Committee

Section 1. The PFO officers shall consist of: President; Vice-President; Secretary; and Treasurer.

Section 2. The executive committee shall consist of the officers of the club, a faculty representative of the school, and the chairmen of any standing committees.

Section 3. Officers shall be elected to terms of one year and shall hold office until their successors shall be elected. Committee chairmen shall be appointed for one year by the President.

Section 4. Any vacancy on the executive committee shall be filled in by appointment from the President, except in the case of the President, when the Vice-President shall automatically fill the office for the unexpired term.

Section 5. The power or recall, that is the ability to remove elected officials during their term in office by a vote of the membership, is one form of holding officials accountable. PFO officials may be recalled by a majority vote of the membership present, if there is cause. Cause for recall must relate to and affect the administration of the official’s office, and must be based on objective reasons and specific grounds which reasonable people could agree would render the official’s performance ineffective, such as the commission of an act beyond the official’s authority, the failure to perform a required duty, a criminal conviction, neglect of one’s duties, or intentional disruption of the educational process in the school.

Article VI. Nominations and Elections

Section 1. A nominating committee, chaired by the Vice-President, shall prepare a slate of candidates for each office for the March meeting. Nominations will be voted upon from the floor at the May meeting.

Section 2. The office of the President and Vice-President shall be limited to two (2) successive one year terms.

Section 3. Elections shall take place at the May meeting.

Article VII. Amendments

Section 1. This Constitution may be amended by an affirmative vote of two-thirds of those members present.

Section 2. Any member or members desiring to propose an amendment to this constitution shall submit written notice to the membership through the secretary, whose duty it shall be to read the proposed amendment to the membership who shall vote upon it at the next regular meeting.

Article VIII. Termination

Section 1. In the event of the dissolution or termination of this organization any assets of the organization shall be donated to Windham Technical High School Student Activity Fund.
